It usually means that the user lost access to the calendar in question. The issue may be related to the outlook client synchronization.
Based On My Test, If We Open Calendar From Outlook Address Book, Outlook Will Notify Us That We Have No Permissions, Sometimes, It Will Report “ No Connection ”.

Please click file > account settings > account settings > double click your account > disable/uncheck the option use cache exchange mode.
